Kuvira, an example of an Inconsistently Heinous character from The Legend of Korra.

Inconsistently Heinous characters are at Rank 3 -. These characters are as heinous as Pure Evil characters but either have multiple redeeming traits or are a part of a story that is not conducive for a pure evil villain. These characters are known for committing atrocious crimes that are bad enough to surpass both the in-story heinous standards and the general heinous standards. In spite of this, they are considered inconsistent due to the many good qualities they may have or the story they appear in.

Inconsistently Heinous come in three classes:

  • Class A: The character has many good qualities that contribute to their inconsistency. These characters either have many redeeming qualities or are redeemed. In spite of their numerous good qualities, they committed many atrocious crimes. These characters may be comedic, anti-villains, tragic villains, on and off, or characters that did not intend to harm anyone at all. These characters may even be capable of becoming heroes and doing good in order to make up for the evil things they have done (e.g. Darth Vader, Zeref Dragneel, Obito Uchiha, Nagato, Walter White, Azula, and Kuvira).
  • Class B: The character is portrayed to either have notable moral agency issues and is highly-likely a simple one-dimensional character with little personality to their character. This type of character may be supernatural in its origins or an artificial intelligence (e.g. Idea of Evil, GOLB, Why-man, and The Core).
  • Class C: The character is a parody or a meme. The character may be an internet meme or an overall joke character made for comedic purposes. (e.g. Eddy (MeatCanyon)).
