The Resourceful Capability (RC for short) is about how powerful the character or object is presented within the setting of the story. These tiers are relative to the setting. For example, a character with supernatural abilities in a story where even your average citizen has supernatural abilities would be in Normal rather than Superpowered, all other things equal.
The list
Immensely Powerful
Is nearly or is god-like to the vast majority of everyone including characters in the story. (With no use of weapons or an army to help them in getting this category.) This capability is only meant for characters are dominant in power in comparison to every superpowered character in the verse or if they are any that is, on some cases they are considered to nigh or omnipotent in the verse they are in, and any potential weakness they have is not easily fatal to them. Generally this reach of level in power in near impossible to gain, and is anything but a common feat to do among of the cast of characters in a story.
Examples: The Axiom (Megami Tensei), Kami Tenchi, Full Potential SHODAN (System Shock), The Idea of Evil (Berserk), Dante (Devil May Cry), Vergil (Devil May Cry), God (Supernatural), The One Above All (Marvel Comics), The Ones (Star Wars), Zeno (Dragon Ball).
Superpowered
A character who is granted with superhuman powers, but aren't particularly seemingly or truly dominate to almost all of the characters of the verse they are in or they have access to extremely powerful resources within the narrative of the story.
Examples: Anakin Skywalker/Darth Vader (Star Wars), Wyald (Berserk), Spider-Man (Raimiverse), Ryuk (Death Note), Mr Incredible (The Incredibles), A-Train (The Boys)
Skilled
A character deemed strong or more effective in being protective or dangerous in comparison to the majority of Normal in the story.
Examples: Michael Myers, Boba Fett (Star Wars), Sly Cooper (Sly Cooper Franchise), Bentley (Sly Cooper), Murray (Sly Cooper), Carmelita Fox (Sly Cooper), Light Yagami, L Lawliet, Batman (Nolanverse)
Normal
A character who is of usual use among the majority in the story.
Examples: Alan Yates
Below Normal
A character who is under Normal ranking, such as being disabled or isn't quite or is unable to do as good as a character with the Normal ranking would be able to do.
Note: Destructive power isn't everything in these RC's, sometimes it's hax abilities that can affect lives in a positive such as a healing or torturing others.
